A Vision for Progress: District 1 &amp; Encinitas

The development projects in Encinitas' Sixth Cycle Housing Element (2021-2029) fall predominately in District 1. Allison is committed to bridging the gap in infrastructure with both interim and long-term solutions, including safe rail crossings with quiet zones, drainage improvements, improved fire stations, well-maintained roads with safe passage for pedestrians and cyclists.Some District 1 infrastructure highlights in 2023/early 2024 include:<ul><li>Completing Phase 1 of Leucadia At-Grade Rail Crossings (30% design) and moving into Phase 2 (full CPUC application and preliminary engineering)</li><li>Approving financing for Leucadia Streetscape, Segment C (Jupiter to La Costa along North Coast Highway 101) including new wider sidewalks, separate bike lanes, enhanced crosswalks, roundabouts and drainage improvements.</li><li>Advancing traffic calming measures including Hillcrest/Eolus/Andrew, Quail Gardens Drive, Saxony, Sheridan &amp; La Costa</li><li>Completing 30% Design of La Costa Avenue Pedestrian Path</li><li>Approving adjustment of the parking lot at Beacon’s Beach out of the bluff failure plane.&nbsp;</li><li>Improving mobility &amp; safety along North Vulcan Avenue through the implementation of narrower travel lanes, painted speed legends, sharrows, etc., as well as realigning the parking to allow people to walk away from moving traffic </li></ul><img src="https://run.imgix.net/f22ddbb0-efcc-4909-81b7-79591c43f52d/6eb97d7b-8bce-43af-98fb-76accd42cd91/5a066089-6244-407a-9a93-fa3b1f1bd3a7.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C4096%2C2728&amp;w=1500" alt="" title="" caption="" align="left" alignwidth="32" variant="framed">

Improve Infrastructure

With rising housing costs, affordable housing plays a crucial role in fostering a healthy community with diverse backgrounds and ideas. And when people have secure housing, they are more likely to contribute positively to their community. Allison is working on tailored solutions to tackle this challenge. Encinitas is actively implementing its housing plan, also known as the Housing Element, and has made meaningful progress including:<ul><li>Approving development of 348 affordable units since 2021</li><li>Approving 648 Accessory Dwelling Unit (ADU) permits since 2019</li><li>Advancing exploration in 2023 of a 100% affordable housing development on city-owned property (L-7) on Quail Gardens Drive</li><li>Launching the Affordable Housing Task Force in August 2024 to explore sites that are as good or better than L-7 (which many in the community believe should be a park)</li></ul><img src="https://run.imgix.net/f22ddbb0-efcc-4909-81b7-79591c43f52d/2a8d69cb-aed7-4161-a603-f853d06af2a8/1f7f2fb2-61ba-4778-94ef-533b323e25e7.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C97%2C3211%2C2414&amp;w=1500" alt="" title="" caption="" align="left" alignwidth="32" variant="framed">

Affordable housing plays a crucial role in fostering a healthy community with diverse backgrounds and ideas. We need to add more housing in Encinitas that working families and seniors can afford, and we can, and should do so, without compromising the character of our community.

Expand Affordable Housing

Encinitas faces homelessness issues, and Encinitas has implemented a robust Homeless Action Plan, a Homeless Solutions Manager, and supporting programs. For example, the Homeless Outreach Program for Empowerment (HOPE) has served over 213 people and has housed 91 people. And since 2020, the Encinitas Safe Parking Program, run by Jewish Family Services, has assisted over 163 individuals with resources and a safe overnight place to park with 57% making a positive transition to housing.While the City’s Homeless Action Plan and programs are making a difference, Encinitas cannot address this issue on its own. More support is needed. Allison champions City efforts and partnerships with County and State resources for a sustainable transition to permanent housing for those experiencing homelessness. Allison believes that both law enforcement organizations and service providers alike play key roles in addressing homelessness, which is the #1 issue facing the San Diego region.In 2023, Allison was glad to be part of the Encinitas City Council's decision to approve a Memorandum of Understanding (MOU) with the City of Vista to cooperate on establishing a low barrier navigation center with wraparound services for unhoused adults in North County San Diego. Allison champions City efforts and partnerships with County and State resources for a sustainable transition to permanent housing for those experiencing homelessness.

Address Homelessness

The Encinitas General Plan says "[t]he City's variety of housing, opportunities, rich natural setting, small town atmosphere, pleasant climate and other amenities...." Often people describe community character as what they experience when they first arrive in town. For me, the mix of housing, businesses, people is important. Many say they will protect community character, but I also support those words with action. Along with Councilmember Joy Lyndes, I introduced an agenda item on historic districts.

We need a community where people with a variety of economic and life experiences can contribute and thrive.

Election 2024: Coast News Article

Mayor, District 1 and District 2 are up for election in November. This article in the North Coast Current describes which candidates have pulled papers to be on the November ballot. Allison jumped on the opportunity to get her papers in support of her candidacy for the District 1 Council seat!

Nomination Papers Out to Some Encinitas City Council Candidates

If you are interested in serving on the Task Force, here is more information on the City website page regarding applications. Members of the Affordable Housing Task Force include the&nbsp;Mayor, Deputy Mayor, and five (5) community members/registered voters of the City are appointed by the City Council. Applications are due July 31!

Affordable Housing Task Force Applications Now Being Accepted

Allison published an Op-Ed in the Coast News on this topic. There’s been a lot of controversy about whether the city-owned L-7 property on Quail Gardens Drive should be used for a park or affordable housing. At the June 26th Council meeting, Allison proposed creating an Affordable Housing Task Force to explore alternatives for meeting the requirements of State Housing Law, and a majority of the Council voted in support.
